Solution to MySQL error code 2003

reason ：Mysql The database is not open

Method 1 ：
Right click “ Computer ” Click on “ management ”,  And then click “ Services and Applications ”, double-click “ service ”, find MySql Service for , Right click to start .

Method 2 ：

Open as administrator cmd

net start mysql

If you still can't connect So that is my.ini File configuration error ！ Wrong file path , Or it doesn't exist .
