I can't solve the above problems , I personally tested a method ：

• my Terminal It's already cmd.exe 了 , But the terminal still can't recognize conda command ：
  
  Specific steps ：
  1. open Settings-> Search for Terminal-> stay shell path Input in cmd.exe-> Click on Apply;
  2. add to conda Command line to the environment variable of the computer ：
  
  
  3. Two path Click edit

4. Click save , sign out ;
5. restart Pycharm, open Terminal, Input activate base, Activate the environment , Input conda deactive Out of the environment
