Solve psycopg2 NotSupportedError: PQconninfo not available in libpq ＜ 9.3

psycopg2.NotSupportedError: PQconninfo not available in libpq < 9.3

solve ：

[[email protected] pgadmin4]$ pip install psycopg2-binary
